The first Technical College in Sydney. The enlargement is clear enough to read the sign boards outside that display the subjects. 
Interestingly, I found two photos of this address taken in 1875, which I have stitched together to make this wide view (I cut and pasted a missing part on the left top, which I marked with a Gaussian blur for archival purposes.)
The row of houses at left, Arthur Place, remained while the Tech took out the blocks at right, Ann's Place. I have uploaded the large original of this photo which, when enlarged, has a great amount of detail of life for the poor in 1875. 
The map below is from 1880 and it shows the address of the photo above. The map further down is the later revised version after the college was constructed.
In the Kent Street photo below taken in 1885, at left is the Ragged School for poor kids. To the right of Arthur Place in the centre, is the new Tech College.
This is the Sussex Street end of the building. I highlighted and marked up the map below to show how the new college took out the site.
